[ndnSIM] per Face per FIB entry limit

Hi every one,

I am working on a multi-path forwarding strategy that sets the per FIB and
per Face limits for every competing flows, every time slot. The latter are
implemented in ndnSIM 1.0 but not in the ndnSIM 2.1, is there a reason of
their disappearance and how can i manage to use these in the ndnSIM 2.1.
