[Nfd-dev] NFD Feature 2237: remote prefix registration: fetch certificates from requester

In this issue, when a laptop sends a prefix registration command to a
testbed router, the router is to fetch certificates not only from the
infrastructure, but also from the requesting laptop.
Two years ago, you have implemented the CertificateFetcherDirectFetch, but
this was never enabled in NFD-RIB: it's using ValidatorConfig at default
setting of CertificateFetcherFromNetwork.
Can you finish up the implementation?
