[Nfd-dev] Interest lifetime limit

[Junxiao Shi]

A practical upper bound for InterestLifetime is necessary. I suggest a
value around 32768ms.

If an Interest has InterestLifetime larger than the upper bound, incoming
Interest pipeline should set this field to the upper bound. Subsequent
processing, including what is sent out, behaves as if InterestLifetime
equals the upper bound.
