 From a robustness point of view the answer seems to be "yes".

Is there a reason not to have a limit? A simple, configurable limit 
seems prudent, if nothing else as a first line of defense against buggy 
applications.

The interesting question is what to do now when the limit is reached. 
Drop tail? Rate limit? Those about to time out? Something else?
