[ndnSIM] Congestion control algorithms supported by ndnSIM

Klaus,
Would be grateful if you could throw some pointers or have any reference
code for any congestion control for ndnSIM that may give me a head start
for implementing ICP/ECN if they are not currently implemented in ndnSIM or
not available in public domain.
