For the new content store, the overall description is in the NFD's Developers Guide (https://named-data.net/wp-content/uploads/2016/10/ndn-0021-7-nfd-developer-guide.pdf <https://named-data.net/wp-content/uploads/2016/10/ndn-0021-7-nfd-developer-guide.pdf>) section 3.3.  Beyond that, you can use existing policies as an example.
