[Ndn-interest] racket-ndn language binding 7th hackathon hack

Greetings all,

Our thoughts are: Just as TCP/IP became popular because of the HTTP
browser. So, we hope NDN will become popular with an NDN browser.

We're creating a browser for a named data network where the entire browser
and every app is designed to be friendly toward dissemination over an ndn.
The browser isn't an http browser and has nothing to do with javascript and
html. It's completely new, written in Racket.

Fortunately our hack has been accepted in the 7th ndn hackathon.

Now we need to create a racket binding to bridge the gap and leverage the
wonderful work of this community. We have two spots left so if you're up

If anyone has had experience creating ndn language bindings and want to
share some advice/gotchas now would be an excellent time to reply :-)
