[Ndn-interest] Is it possible to submit a research paper without implementing it?

Hi all, hope you are fine and doing great.

(I'm sorry if this is an irrelevant email, but I don't have a choice)

I'm a researcher on NDN and I want proposed an idea in my thesis to improve
the interest forwarding in NDN and it looks great theoretically. Now I'm
looking forward to implement it on ndnSIM and get results by comparing it
with built-in forwarding strategy of NDN. But, situation is, I'm not very
good in programming, so I'm unable to implement my idea and get simulation
results. Is it possible that I can publish a paper with my idea without
implementing it? Can any of you help me with this.
