[Ndn-interest] NDN pub/sub protocol

The most widely used pub-sub protocol, in terms of deployed nodes, is
probably Notification Stream in NFD management protocol. Both NFD-RIB and
NLSR use Notification Stream to receive updates about NFD face changes.
The subscriber keeps an outstanding Interest, and the publisher responds
with Data when it posts a notification.
