[Ndn-interest] NLSR dissemination of FIB updates

It is not implemented yet.  As Junxiao mentioned, we will design an interest/data protocol to allow applications to communicate with NLSR to do this. For now, you can put the prefixes in nlsr.conf.

I'm looking at the following documentation to get know the RIB
, if you want to point me more resources, I would be glad.

If I grep the NFD main directory looking for 'advertise', I find no
trace of this command, where should it be?
