[Nfd-dev] nfd-status currentTime only updates every 5 seconds

This part is intentional and was put in order to restrict load on NFD to get stats data: data freshness is set to 5 seconds and requests will not reach NFD until freshness expires.  If it is necessary, we can reconsider this or reduce freshness period.

The same is not put to Face, FIB, RIB, datasets as they are volatile by nature.
