[ndnSIM] ndn cache replace policy

Greetings,

By no means do I claim to be an expert in this simulator (yet!), but I have
been taking and trying to organize notes about using it.

I hope to eventually more fully organize this document after adding a
significant amount more, adding a table of contents, etc.

But hopefully this helps some people even in its current, very unedited and
minimal state.
