I assume you meant the two Interest packets share the same prefix: yes they can be forwarded to different links.  Exactly what goals you have in mind?

A content store is a local cache of each node, not a stand alone storage. Thus the concept of "connecting to CS" does not exist.
Again what do you have in mind to do?
