[Ndn-interest] NLSR dissemination of FIB updates

Hi Hoque

Instead of opening an "API client port", I suggest NLSR to use an
Interest-Data based protocol.

NFD RIB Management protocol contains "advertise" and "unadvertise" commands
that are probably related to this purpose.
