that comment.
There are other comments in Issue 1953 that further explains the algorithms
and reasoning of adopting the sentinel object pattern.

It's the third time I got asked similar questions about Dead Nonce List
design, and I notice that Issue 1953 cannot be found by searching
"DeadNonceList" on Redmine.
To remedy this, I have created a DeadNonceList tag and added
"DeadNonceList" to the title of Issue 1953.
