[Nfd-dev] Push the Deployment of NDNCERT

Hi Yufeng and Hunter

I notice that NDNCERT CA was restarted at 2019-11-29 03:38:33 UTC+0, and
then repo is not working properly. Neither existing certificates nor new
certificates is reachable, and their prefix registrations are absent on
spurs status page.
