[Nfd-dev] Push the Deployment of NDNCERT

NDNCERT-CA is down. Without systemd service, it'll go down every time NFD
restarts.

Is it possible for NDNOPS/John to add something to Ansible so that NDNCERT
is restarted each time NFD is restarted (at least for NFD restarts caused
by Ansible)?
