[Nfd-dev] Push the Deployment of NDNCERT

Hi Yufeng

"socket end of file" indicates the forwarder went down. I have confirmed
this reason by looking at NFD status page, which says "uptime 6 hours".
This is exactly the type of problem that can be solved by running
NDNCERT-CA through systemd.
