I referred to this during the call last week only trying to clarify what parameters are done at config time (e.g. faces), and what need to be learned in run time (e.g. FIB entries, that can be added as a result of self-learning)
 
this paper is just a plain description of some basic concepts of an NDN node; it does not drive any specific implementation. 

> Can someone please explain which sections in the paper are driving any new implementation in NFD, where to find some info on  the design of that implementation, and how we can track progress?  Is there a redmine issue?  This seems to block the practical use of self-learning in real apps.

I dont believe Haitao sent a notice to NDN list, but sort of recall the paper has been mentioned multiple times, e.g. listed in the ICE-AR publications and exchanges with Intel.
