[Nfd-dev] NDN repo protocol redesign

Weijia and others,

lets please keep the existing repo and the next step in repo research clearly separated.

What I asked Xinyu and Tianxiang to write is the latter.

Weijia should finish revising the current repo spec after she's done with the work stated below.
