[Nfd-dev] review request: v2 ValidationPolicy in NFD management

Dear folks

I'm working on transitioning NFD management authenticator to use
ndn::security::v2::ValidationPolicyCommandInterest. Also, test cases are
changed to sign command Interests with ndn::security::CommandInterestSigner.
Can someone review the code? Thanks.

Zhiyi, who developed v2 ValidationPolicy, is especially invited for this
review (I invited him on Gerrit two days ago). Anyone else can review as
