[Nfd-dev] ndn-cxx compiling problem

I looked at the laptop having this issue.
boost/version.hpp indeed says 105900 version.
I injected an #error directive into both #if and #else branches of the
workaround conditional, and the error message indicates the correct branch
(with << "") is chosen.
Adding a << "" into NDN_LOG directly solves the problem, but I don't
understand why NDN_BOOST_LOG workaround isn't effective.
