[Nfd-dev] who should run TravisCI

Hi Eric

You should run TravisCI. You can fork the repository from named-data
organization into your GitHub account, enable TravisCI, and push the change
to a branch.
Ultimately, the assignee (as indicated on Redmine) is responsible for
completing the tasks. In case there's a permission problem (eg. the task
requires creating a branch on Gerrit but you don't have authority on the
relevant repository), send a message to nfd-dev. Otherwise. the assignee
should do as much as he/she could.

Yours, Junxiao
