[Nfd-dev] ndn-cxx breaking change: ndn::io::BASE_64

Dear folks

I'm renaming ndn::io::IoEncoding::BASE_64 to BASE64.
The old name is still available but marked as [[deprecated]].

This change will merge no earlier than Sep 04.
You can compile your projects with ndn-cxx Change
https://gerrit.named-data.net/3137 and verify it works.

I have already prepared patches for these projects:

I have also confirmed these projects are unaffected: NFD, NLSR, ChronoChat,
