[Nfd-dev] Spec for LINK

Hi Jeff

Link is an extension that violates packet format.
Spec is linked on http://named-data.net/codebase/platform/documentation/
under "technical memos".

Forwarding behavior is not yet specified due to unresolved discussion about
Interest digest (#3333). Work in progress can be found on #3000.
