[Nfd-dev] Dropping of Ubuntu 12.04 support

Hi John

Per platform policy
<http://named-data.net/codebase/platform/documentation/ndn-platform-development-guidelines/#Build_support>,
NDN projects are required to support the latest and previous Ubuntu LTS
releases.
As soon as Ubuntu 16.04 LTS is released, Ubuntu 12.04 would fall out of
this range and become unsupported.
Per Ubuntu 16.04 release schedule
<https://wiki.ubuntu.com/XenialXerus/ReleaseSchedule>, the exact date is
Apr 21, 2016.

Nodes not yet upgraded to 14.04 or later can continue to run 0.4.1. Wire
formats are compatible.
