[Nfd-dev] Removal of Interest.Scope from ndn-cxx

Just want to notify that we are removing Interest.Scope from the library.  Interest.Scope was was removed from NDN specification some time ago and we never actually supported it inside NFD.

No known application are using it right now.  If you're using it now, please remove asap.
