[Nfd-dev] Small change to build policy

Hi guys,

To be more careful with the code, I'll change the build system to set -Werror flag with NFD is configured in debug mode and I will update jenkins to do the build in debug mode.

If you're not yet doing so, I would recommend you to use --debug flag for ./waf configure.  This disables all optimizations (= compiler time faster and more info in debugger).
