[Nfd-dev] config file installing

Neither "./waf install" nor apt-get is able to create the default key,
because private key is owned by the operator user, while "./waf install"
and apt-get are executed as root.
The sample configuration file's comments should contain instructions on how
to generate a key pair, and how to export the public key.
