[ndnSIM] How to make intermediate nodes actively send packages？

Everyone, 
       The work I am doing requires intermediate nodes to be able to actively send some packets. As far as I know, intermediate nodes can only passively forward interest packets and data packets, so I want to know what should be done to enable intermediate nodes to actively send packets.
