[ndnSIM] [EXT] beforeExpireInterest in custom forwarding

Hi Jeet

Before Expire Interest Trigger is deleted because no strategy in NFD uses
it so it's pure overhead.
You can achieve the same by:
1. Attach a custom StrategyInfo to the PIT entry.
2. Add the logic in the destructor of that StrategyInfo subclass.
