[ndnSIM] [EXT] Processing of Data packets with contentType=NACK

Hi Stéfani

Data packets with ContentType=Nack are still Data packets. The network
processes them in the same way as any other Data packets, except that
caches may use ContentType as a hint on eviction policy.
