You can use SUMO to create VANET scenario, then convert the trace  to NS2 mobility format<https://sumo.dlr.de/docs/Tutorials/Trace_File_Generation.html> .

Then you can load the tracefile in your ndnSIM experiment code using Ns2MobilityHelper<https://www.nsnam.org/doxygen/classns3_1_1_ns2_mobility_helper.html> like this:

Ns2MobilityHelper ns2 = Ns2MobilityHelper (traceFileName);
