[ndnSIM] Developing Apps At Each Node

Hi Everyone!
Can anyone please explain the idea behind developing apps at each node to
make an interest to be forwarded only to a specific node which is central
to the network (excluding PIT, FIB and CS functionalities fully). In other
words, it can be node to master node communication. However, for node to
node communication, PIT, CS and FIB will work. How can I achieve this?
