[ndnSIM] froward.cpp file for cache bypass

Hi
We are using HopCount Tag in interest message for our simulation.  We want
to specify that a router uses cache for one consumer but does not use cache
for another consumer and send it to the next hop instead. i.e. the tag is
set in the Interest packet by the consumer implying that the interest must
go through x number of hops before being satisfied at a cache? Can some one
please help us to confirm if we need to to modify the forward.cpp file for
this purpose and if so, which part of the file.
