[ndnSIM] LFU implementation

Hello.

The old ndnSim 1.0 Lfu CS can be used like this:

ndnHelper.SetOldContentStore("ns3::ndn::cs::Lfu", "MaxSize", "100");

But if you want to use NFD’s Content Store, there is no Lfu available now.
