[ndnSIM] Understanding L3 tracer

Each in and out is from perspective of ndn::L3Protocol on that node. For network faces, "in" = received from remote node, "out" = send to remote node; for local faces "in" = received from local app, "out" sent to a local app ("in" from an app usually results in zero or many "out"s of network or other app faces.).
