[ndnSIM] AnnotatedTopologyReader can not open file for reading

Hey
I want to use AnnotatedTopologyReader to read toptology from .txt file. It
gives the following error.
Any help please.

msg="cannot open file /src/ndnSIM//examples/topologies/cong.txt for reading
terminate called without an active exception
