[ndnSIM] doAfterInsert only being called once?

Greetings ndnSIM friends,


I have a configuration with a custom Strategy and custom Policy.  I have a
simple (or at least conceptually simple) scenario set up with two
consumers, a regular node (I guess essentially this is the router), and a
producer.

In my custom Policy, I write to file when doAfterInsert is called.  It only
appears to be called once...  so I get the impression nothing is ever
cached?  My content store and policy have 10 set as the size of the content
store.

So the only thing I'm getting is this:

I assume this is a *control command*, as described in the NFD
documentation, but I don't know why my overall scenario is not working.

Any ideas as to what causes this type of situation?
