[ndnSIM] canForwardToLegacy function

Hi All,

by debugging my scenario I found out that I have a problem in the function: canForwardToLegacy in the strategy file (multicast) inside AfterReceiveInterest.

by reading the ns3 documentary it says:

This algorithm has a weakness that it does not permit consumer retransmissions before out-record expires. Therefore, it's not recommended to use this function in new strategies.

Should i eliminate this in my multicast strategy?
