Mahsa,

Nlsr uses ChronoSync <http://named-data.net/publications/chronosync/>
mechanism for this purpose in its communication module
<https://redmine.named-data.net/projects/nlsr/wiki/Module_description#2-Communication-Module>.
To the best of my knowledge, you may find communication module, which
handles sync logic, in
/src/communication/
and nsync (a copy of Chronosync for nlsr) in
/nsync
