[ndnSIM] Get the rate of packets and set the rate limit in ndnSIM2.1

In your strategy,
define the granularity of each name prefix: do you take the FIB entry as a “name prefix”, or something else?
implement an algorithm to estimate the packet rate under the name prefix
store the estimation in the measurements table
Read NFD developer guide “strategy API” section for more information.
