[ndnSIM] consumer frequency does not work ..

Hi all,

I have a zipfian consumer installed at each consumer node. Even if I have
set the "frequency" to one (1 second), the last time that each consumer
node generates an interest is different. Please see below some information
about this (SIMULATION_TIME=1800 s):
