[ndnSIM] Strategy substitution not take effect

Hi, all.

I have already modified interest rate in ndn-grid.cpp and use
L2Tracer/L3RateTracer to record the change. And there are some changes.

But the problem arose when I change the strategy. When I substitute
best-route strategy by broadcast or others, the rate or the drop stayed the
same! That was really ridiculous. Is the topology too simple?

I am looking for any advise on how to change the strategy.
