[ndnSIM] GlobalRouting with topology changes

No. GlobalRouter is independent of all other structures aggregated on the node.

Unfortunately, there is not yet a dynamic routing protocol. I known that Anil Jangam started porting NLSR into ndnSIM and he can comment more about the expected timeline for that.
