Hi Ibrahim,
There is no direct relationship. ICARUS (if you're asking about http://icarus-sim.github.io/) is a python-based simulator to evaluate specifically caching performance. ndnSIM is packet-level simulator of NDN architecture, which means higher overhead but more precise simulations: in principle, one can simulate real applications within the simulated environment.
