[ndnSIM] initial RTO value

Hi Alex,

Thanks for explanation. I understand. But every intermediate router also
maintains the estimate of the RTT for each interface to retrieve data,
right? This RTT estimate is used in setting up a retry-timer. Then what
happens if the timer expires and the router does NOT receive a NACK? It
still does not retry alternative faces?
