[Ndn-interest] Introducing icn-names.net - a collection of ICN name sets

Hi Junxiao,

Urs has finished his PhD on name equivalence classes and is not at the 
University anymore. Independently, we let the domain name expire. The 
data still exists but needs to be put online again. I will check with 
the sysadmin that we can do this swiftly.
