[Ndn-interest] About AIMD in ndn-tools

Hello Klaus,

As I understand the AIMD congestion control in ndn-tools performed by
decreasing of window size per roundtrip time. But is it also controlling
interest rate? And if it controlling, is interest control happens on
routers also or only happens on the consumer.
