[Ndn-interest] Delay forwarding NDN interest

Mohammad,

In NDN, the entity that actually commands in favor of forwarding an
Interest is the famous Forwarding Strategy module. Of course you can have
the process you want, to be done in a forwarding strategy of your own. Just
be advised that forwarding strategies are local for each node. There are
other ways like modifying pipelines of course, but I think its better to
stick with forwarding strategies.
In nutshell, yes you can do what you want. But you have to consider design
tradeoffs.

(I guess).

Regarding Dynamic PIT Entry Lifetime (discussion), you can take a look of
